STEP2 was a committee of citizens committed to bringing sustainable economic growth to Pamlico County by capitalizing on the County's human, historical, cultural and natural assets and is an outcome of the sucessful STEP (Small Town Economic Prosperity) program funded by the North Carolina Rural Center. The objectives of the STEP program were for the Town of Bayboro (as the lead organization) to undertake a long-term strategic planning process that represents all segments of the town and including the wider Pamlico County community. By including neighboring municipalities and the county, it hoped to stimulate a regional planning process and ensure that its own plan will be compatible with that regional vision for development. It also sought to incorporate training for local leaders as an ongoing element of municipal government and to plan for the creation of a town manager’s position.
STEP2 has now been disbanded, with the development of the Pamlico County Economic Development office.
